The Medical College at Ner Chowk was founded by Sh. Oskar Fernandes the hon’ble Labour & Employment Minister GOI in the year 2009. In the year 2012, Prof Dr D.S. Dhiman was appointed first Dean of the college by ESIC. In the year 2012-13, ESIC applied to MCI for inspection but the LOP could not be granted to ESIC on account of, various aministrative reasons. In the year 2013-14 & 2014-15 the same situation prevailed.
In the year 2013 a blood donation camp was organised in the campus of ESIC with the help of an NGO and the same was inaugurated by Hon’ble Health Minister of H.P. Thakur Kaul Singh.
The building of ESIC was inaugurated by the Hon’ble Labour & Employment Minister G.O.I Hon’ble Oskar Fernandes alongwith Hon’ble Chief Minister of Himachal Pradesh Raja Virbhadra Singh Ji and in the ouspicious presence of Thakur Kual Singh, Hon’ble Health & Revenue Minister, Sh. Anil Sharma Hon’ble RD & PR Minister and Sh. Prakash Chaudhary Hon’ble Excise Minister of Himachal Pradesh in May, 2014.
In the year 2016, the management of ESIC showed its reluctance to run this college at its own and ultimately the project was handed over to the Govt. of Himachal Pradesh after signing a MOU containing certain conditions. The Govt. of Himachal Pradesh has applied to the MCI to accord permission for starting the batch from 2017-18 for this medical college now named as Shri Lal Bahadur Shastri Govt. Medical College, Mandi at Ner Chowk and the following administrative officers have been appointed :
- Dr. D.S. Dhiman as Principal cum Dean.
- Desh Raj Sharma CMO Mandi as a Medical Superintendent of associate hospital Zonal Hospital Mandi.
- Dr. Sanjeev Dhiman HAS, Joint Director.
- Sh. Parveen Sharma, Assistant controller (F & A).
The Z.H. Mandi which is now known as Netaji Subhash Chander Bose Hospital Mandi H.P. is attached to the above Medical College Named as Shri Lal Bahadur Shastri Govt. Medical College Mandi at Ner Chowk.

All patients admitted in General Wards of the Hospital are treated free of cost.
Free diet is provided to all patients in the General Wards.One attendants pass is given to every admitted patient.
Visitors are allowed only during notified visiting hours.
Investigations like CAT Scan, Ultra Sound, Barium Meal, ECHO, TMT etc are charged for as per Govt. approved rates.
A Staff Nurse is on duty round the clock in the ward.
Admitted patients should contact the Staff Nurse for any medical assistance they need.

The hospital has its own Electrical & Mechanical Units for ensuring proper maintenance and working of its various equipments.
If any major/essential equipment is out of order, information regarding the same is displayed.
The likely date of recommissioning of the equipment will also be displayed.
Wheel Chairs and stretchers are available on request at the main Reception of the Hospital for the facility of patients who are not in a position to walk.
Lifts are available near I.C.U./Surgical Ward.
Two Ambulances are available for use, round the clock for transfer of patients to other hospital.
There is standby generator to cater to emergency services in case of breakdown of electricity.
Public Telephone Booths are available at two locations in the hospital entrance area.
Adequate drinking water facilities are available.
Canteen for visitors and out patients is open upto 11:00 p.m.
Rates are reasonable.
Medico Legal Post-Mortem work for designated Police Stations of New Delhi Police Department and Police Station Pahar Ganj are handled in the Hospital.
Time-bound notification of all births and deaths to Registrar’s Office is done by the Medical Record Department
